The hurricanes of the last few weeks in the Caribbean have reinforced in my mind a growing sense that Caribbean states may be more and more facing a challenge of existential threats. (I prefer this idea to the discourse of ‘failed states’, which I find rather obnoxious and patronising; being associated with a political agenda of ‘humanitarian interventionism’ and the contemporary incarnation of the doctrine of imperial responsibility.) By existential threats I mean systemic challenges to the viability of our states as functioning socio-economic-ecological-political systems; due to the intersection of climatic, economic, social and political developments.

Dans le prolongement de l’éruption inattendue du volcan Eyjafjallajokull en Islande s’est tenu à Cochabamba en Bolivie, du 19 au 22 avril 2010, la première Conférence Mondiale des Peuples sur le Changement Climatique et les Droits de la Terre Mère. En même temps que l’éruption entraînait la réduction d’émissions des gaz à effet de serre dans l’atmosphère de près de chaque jour 207 000 tonnes de CO2 associées à l’industrie aéronautique européenne, |1| elle causait l’annulation de tous les vols sur le vieux continent qui a empêché la participation de près de 1000 personnes qui ont dû rester en Europe.

International donors favour specific investment plans where employment is created through low-wage jobs in export-oriented industries. Once more the « international community » turns a blind eye for greater opportunities for Haïti and its population. For decades popular organisations like PAPDA have called agriculture and production for the local market one of the greatest and most comprehensive economic opportunities.

As I walked down a street in the centre of Haiti’s capital Port-au-Prince, a young man peeled away from his group of friends and approached me.

The usual dance ensued: Where are you from? Canada. How do you like Haiti? It’s very nice. Is this your first time here? No. Etc., etc. Then we got around to what I do.

« You have to write that Haiti’s not as bad as people think, » he said before turning off to meet up with his friends again. « You must tell people. »

Haitians are well aware of their country’s bad reputation. In a
world where countries have become brands, Haiti is a dud on par with the Edsel, New Coke or Zune.

With the global downturn hitting remittances, foreign investment and, potentially, development assistance to poor countries such as Haiti, the competition for scarce resources is likely to heat up.

And although Bill Clinton has taken up the mantle of Haiti’s cheerleader-in-chief, his first pronouncements in that role suggest he backs a global system that critics say punishes low-income nations lacking bargaining power.

So how important is a country’s image?

Paris, le 4 juin 2009 – Migrants outre-mer (Mom) est un collectif de 13 associations françaises engagées dans la défense des droits des migrants dans les territoires et départements d’outre-mer de la France. Mom est préoccupé par la négociation en cours d’un accord de réadmission vers Haïti de migrants haïtiens résidant en France en situation irrégulière. La signature d’un tel accord aura des conséquences dramatiques tant pour les Haïtiens résidant en France sans titre de séjour (dont le renvoi vers Haïti sera facilité et accéléré) que pour leurs parents recevant en Haïti les transferts d’argent.
